Postal Agencies in China.

The Shanghai Agency is in charge of a Postmaster

an Established Servant of the Hong Kong Government. All

the others are in charge of Postal Agents, most of them

in the Consular Service but all so far as the Post Office

is concerned unestablished.

It is desired to know whether all the Postal Agents

receive all instructions direct from the Postmaster

General of Hong Kong or whether any and, if so, which,

and to what extent, receive instructions through the

intermediary of the Postmaster of Shanghai. Presumably

both the Postmaster of Shanghai and the Postal Agents

are furnished with instructions as to (a) dealing with

mails (b) complaints of the public and (c) control and

discipline of their Staff including questions of

appointment, punishment and dismissal.
